UN: Iraq war will precipitate a humanitarian emergency

A press release from the Campaign Against Sanctions on Iraq (CASI) notes,

A "strictly confidential" UN document, written to assist with UN contingency planning in the event of war with Iraq, predicts high civilian injuries, an extension of the existing nutritional crisis, and "the outbreak of diseases in epidemic if not pandemic proportions." The existence of the draft document, entitled "Likely Humanitarian Scenarios" and dated 10th December 2002, was first reported in the Times (London) on 23rd December 2002, but this is the first time it has been made publicly accessible.
A Reuters story reports that, "As many as half a million Iraqis could require medical treatment as a result of serious injuries suffered in the early stages of a war on Iraq, U.N. emergency planners said in a document disclosed Tuesday. The total includes some 100,000 expected to be injured as a direct result of combat and a further 400,000 wounded as an indirect result of the devastation, according to estimates prepared by the World Health Organization."
