Expanding the US civilian presence across Iraq?

Ah, yes. Just what Iraq needs: more American civil servants colonial overlords.

Americans did a good job destroying the country. For a change, why don't we let the Iraqis handle rebuilding it, since I can virtually guarantee they'll do a better job, presuming they have the resources.

And, you might ask, where would they get these resources? The oil fund is looking less likely. How about good, old-fashioned reparations? Americans surely owe them at least that.
